NORTHERN RURAL TRAINING AND EMPLOYMENT CONSORTIUM (NoRTEC) |

| This First Amendment to Revised Joint Exercise of Powers Agreement ("First Amendment"), dated May 16, 2000, for reference purposes only, is entered into pursuant to Chapter 5, Division 7, Title I of the Government Code of the State of California, by and among the California Counties of Butte, Del Norte, Lassen, Modoc, Plumas, Siskiyou, Tehama, and Trinity (collectively, the Existing Parties") and the County of Shasta ("Added Party"), which hereby agree as follows: | |||||
| 1. | Previous Agreement | ||||
| The Existing Parties previously approved the Revised Joint Exercise of Powers Agreement Creating a Northern Rural Training and Employment Consortium (NoRTEC) (the "Agreement") in compliance with the California Government Code, to jointly implement the provisions of the federal Workforce Investment Act of 1998, 29 U.S.C. 2801 et seq. ("WIA"), and for other purposes described in the Agreement. | |||||
| 2. | Addition of Shasta County | ||||
| The Added Party is hereby made fully a party to the Agreement to the same degree and extent as each of the Existing Parties. As such, the Added Party fully adopts and approves the Agreement as amended by this First Amendment; and each of the Existing Parties fully adopts and approves this First Amendment. Upon approval by each of the Existing Parties and the Added Party, the Governing Board and NoRTEC shall make all reasonable arrangements to integrate the Added Party's Governing Board representative and WIA program administration and operations into NoRTEC's ongoing process of implementing WIA; provided that nothing herein shall require pre-existing policies or procedures of NoRTEC to be revised to accommodate the Added Party; and further provided that the Added Party's Governing Board representative and its WIA program administration and operations shall hereafter fully comply with NoRTEC policies and procedures applicable to the Existing Parties. | |||||
| 3. | Governing Board | ||||
| The Governing Board of NoRTEC established by the Agreement shall be comprised of nine (9) members: the eight (8) members identified in the Agreement, plus one (1) member of the Board of Supervisors of the County of Shasta. Each reference in the Agreement to "eight" Boards of Supervisors or Governing Board members or counties is hereby amended to "nine" of each. | |||||
| 4. | Effective Date; No Other Amendment | ||||
| This First Amendment shall be effective immediately upon its approval by each of the Existing Parties and the Added Party; whereupon they shall collectively be known as "the parties" to the Agreement as amended hereby. Each other term defined in the Agreement shall have the meaning set forth therein. Except as expressly amended hereby, the Agreement shall remain fully in effect as originally adopted by the Existing Parties. | |||||
