NoRTEC

 
The Northern Rural Training & Employment Consortium (NoRTEC) is a Special District formed by a Joint Powers agreement between nine rural Northern California Counties; Butte, Del Norte, Lassen, Modoc, Plumas, Shasta, Siskiyou, Tehama and Trinity.  NoRTEC is governed by a thirty one member Workforce Investment Board (WIB) and a nine member Governing Board (GB).  The WIB represents the local private sector and agency interests and views, and the GB represents the local County Boards of Supervisors.  NoRTEC administers Federal and State job training funds, which are subcontracted by NoRTEC to local entities in the nine consortium counties for local service delivery.
 
It is the intent of NoRTEC to:
  1. Encourage better use of resources through coordination and integration of goods and services;
  2. Make education, job training, and employment services universally available and accessible to all residents in the NoRTEC member counties;
  3. Assist partner staff in their efforts to continually improve  the quality of local manpower development and related programs and services;
  4. Increase regional access to Workforce Investment and related information and services;
  5. Enhance the region's ability to communicate through increased automation capacity and internet connectivity;  and
  6. Assist with local business expansion, retention, maintenance and general enhancement.
