  1. Call to Order

    The meeting was called to order by the Chair, M. Piller, at 9:14 a.m.

  2. Roll Call

    Of the 19 Youth Council members, eleven were in attendance, eight were not. Roster

  3. Workforce Investment Act (WIA) Youth Program Requirements

    C. Brown, B. Austin and T. Brown, NoRTEC staff, and J. Lucas, conference facilitator, presented an overview of youth program eligibility, program categories and the ten required program elements, as detailed in Title I and the related DOL regulations and guidelines of the Workforce Investment Act.   4. NoRTEC Youth Programs Each of the NoRTEC Youth Program Operators presented an overview of the Youth Programs implemented in their respective county(s), highlighting some portion of the program for a closer look.

     

    • Alliance for Workforce Development (Lassen, Modoc, Plumas)

      N. Gregg illustrated the youth programs in the three county AFWD services area through displays, photos, letters, and a power point presentation, and highlighted the use of technology to serve youth clients.

    • Butte PIC

      E. Hocking provided an overview of the Checkers Youth Food Services training program, and the Correctional Officers Training Program, both targeted to older youth.

    • Job Training Center of Tehama County

      J. Blacketter presented case histories to illustrate both the in-school and out-of-school programs.

    • Rural Human Services (Del Norte)

      C. Salatney brought three guests to present an overview of the Community Tide youth newspaper program; Annie Wilken, Crew Leader, Daniel Richardson, Youth Participant, and Sandie Keuth, Youth Participant.

    • Shasta PIC

      N. Morris presented an overview of two of their programs; Smart City (an interactive program simulating the challenges youth will face when they move out on their own) and brought two guests to discuss the Youth Webmaster program (five youth provide web design support to local business); Ron Van Orden, Senior Instructor, and Alex Strait, youth participant.

    • Siskiyou Training and Employment Program

      B. Hanstein highlighted two programs; Get a Job Day, and the California Conservation Corps (CCC). She brought two guests, Johnny Justice and Noel Martin, to talk about the CCC Oil Recycling project.

    • Trinity Occupational Training

      C.A. Springs showed a power point presentation and video of the Fine Arts Crew/Mural project, and brought two guests to discuss the Technology Crew program; Seth Childers, Technology Crew Supervisor, and Anthony Moore, youth participant.

     

  5. The NoRTEC Context

    The consensus was that those present were already familiar with NoRTEC and didn't need a refresher. C. Brown pointed out where information about NoRTEC operating agreements, policies, structure, etc., could be found on the NoRTEC Web site. He said it would probably be a year before NoRTEC let another RFP for youth service providers, waiting for the renewal of WIA and any changes that might bring.

  6. Team Player Presentation

    The NoRTEC Youth Program Operators were each given a Certificate in recognition and appreciation for their outstanding teamwork. They share ideas, curriculum development, and all aspects of program implementation among the nine county programs. The strength of the NoRTEC programs is derived from teamwork.

  7. Next NoRTEC Youth Council Meeting

    The Youth Council will meet again in early December, 2002. The focus will be on mapping local youth services and programs to help identify opportunities for enhancing coordination of effort and resources.

  8. Adjournment

    There being no further Old or New business, the consensus was to drop the second day, and the meeting was adjourned
