This Committee was appointed by the NoRTEC PIC and Governing Board at their regularly scheduled January 28, 1999, meeting. The official members are the NoRTEC Executive Committee members and the NoRTEC Governing Board members, although all PIC members are invited to participate in the discussions. This Committee is empowered to act on behalf of the full NoRTEC PIC and Governing Board for Workforce Investment Act implementation items needing resolution in the interim between regularly scheduled meetings.
The minutes from the February 17, 1999, meeting are attached. Minutes 02/99
A limited amount of time will be set aside at the beginning of the meeting for public comment about any aspect of NoRTEC business.
- BOARD OF SUPERVISOR RESOLUTIONS (ACTION)
Each of the NoRTEC consortium member counties will be asked to pass two (2) Board of Supervisor resolutions:
ONE: A Joint PIC, Governing Board and Board of Supervisor Resolution confirming each county's intent to apply for workforce area designation through the NoRTEC Consortium, and to expand the consortium membership to include Butte County.

TWO: A Board of Supervisor Resolution granting signatory authority to the Chairperson to sign the revised NoRTEC Joint Powers Agreement, re-establishing NoRTEC as a Special District, and expanding the membership to include Butte County.

These resolutions are being reviewed by NoRTEC legal counsel (John Chamberlin and Will Jones), but are not expected to change much by the time of the meeting. Assuming they look ok to the members, we will proceed with their introduction to the Bords of Supervisors. The Resolutions for Butte County are included for your information.
NOTE: All the above resolutions, the revised Joint Powers Agreement (JPA), as well as a copy of the original NoRTEC JPA and a DOL prepared summary of the Workforce investment Act, were mailed to the full NoRTEC PIC and Governing Board under separate cover. The links to this agenda are for convenient reference, not for producing original copies.
- PRESENTATION STRATEGY (ACTION)
The general plan for consideration is to place the two resolutions and the revised Joint Powers Agreement on each of the member County (and Butte County) Board of Supervisor Agendas at their earliest convenience. These will be accompanied by a cover letter from the NoRTEC Executive Director summarizing the recommended action, NoRTEC, Butte and the Workforce Investment Act, and the DOL WIA summary.
The goal is to have the joint resolutions adopted and mailed to the State by mid-April, as part of a NoRTEC application for workforce area designation under the Workforce Investment Act. Getting the signatures on the Joint Powers Agreement will be more problematic because of the logistics of getting all the eight county signatures on the same document in a timely manner. Fortunately, we are starting early, so this is not expected to pose a problem with the State.

The next meeting is scheduled for the full PIC and Governing Board, April 29, 1999, from 10:00 AM to 12:00 Noon, in Redding. If the Hilltop Inn will is closed for construction, an alternative site will be secured.
