This Committee was appointed by the NoRTEC PIC and Governing Board at their regularly scheduled January 28, 1999, meeting. The official members are the NoRTEC Executive Committee members and the NoRTEC Governing Board members, although all WIB members are invited to participate in the discussions. This Committee is empowered to act on behalf of the full NoRTEC WIB and Governing Board for Workforce Investment Act implementation items needing resolution in the interim between regularly scheduled meetings.

NOTE:
Since there was a full quorum of both the WIB and the Governing Board at the March 24, 2000, WIA Transition Committee meeting, that meeting was conducted as a full WIB/Governing Board meeting. As such, the minutes from that meeting will be presented at the next WIB/Governing Board meeting for approval.
- APPROVAL OF AGENDA (ACTION)
RECOMMENDED ACTION:
Committee approval of the agenda, with revisions if needed, as mailed.
- PUBLIC COMMENT (INFORMATION)
Members of the public will be invited to make brief comments regarding any aspect of NoRTEC business.
- MEMORANDUM OF UNDERSTANDING (UPDATE)
NoRTEC approved a MOU for use in NoRTEC at their January 27, 2000, meeting. This MOU is in two parts. There is a general section that provides an overview, referencing specific sections of the WIA and NoRTEC Policy. The overview also specifies the minimum requirements for the second part of the NoRTEC MOU; a separate addendum to be negotiated by the NoRTEC One Stop Operators with the local partners providing programs and services in each county.

The current status of the NoRTEC MOU agreements is:
- No MOUs from Butte or Del Norte. Still in development, waiting primarily for EDD and Rehab.
- Full designation for Plumas and Trinity.
- Temporary designation -
- Lassen - missing Rehabilitation
- Modoc - missing Rehabilitation
- Siskiyou - missing Rehabilitation
- Tehama - missing Adult Education, Community College and Rehabilitation.
EDD wants to add some stuff about protecting their State employee's collective bargaining rights. Rehab wants to cut a separate deal and have its own MOU with the WIB, in addition to any that might be written with the local partners.
An update will be provided at the meeting.
- SHASTA YOUTH PROGRAM SOLICITATION (ACTION)
The WIA requires the procurement of the Youth Program providers. We have completed the process for the other eight NoRTEC Counties, and selected a youth provider for each. We are running the advertisement in Shasta now (soon) for a youth program provider.
A copy of the NoRTEC RFP is attached RFP, and is posted on the NoRTEC Web site, from the "What's Happening?" button. It is the same one used for all the other counties. Staff is suggesting that, as before, the proposal will be accompanied by comments from a local planning group (in this case an actual Youth Council), and will be reviewed by the WIB Executive Committee, who will present their recommendations to the NoRTEC WIB and Governing Board for action. If all goes well, the Youth Provider for Shasta County can be designated at the June 29, 2000, meeting of the WIA Transition Committee.
RECOMMENDED ACTION:
Committee approval of utilizing the NoRTEC Youth Request for Proposal for Shasta County, to include the Shasta County Youth Council review and comments, the NoRTEC Executive Committee review and recommendations, and WIA Transition Committee selection of a Youth Provider for Shasta County at the June 29, 2000, meeting.
- ADOPT THE SHASTA YOUTH COUNCIL AS THE INTERIM NORTEC YOUTH COUNCIL (ACTION)
We need a youth council. Shasta has a youth council. Staff is suggesting NoRTEC adopt the Shasta Youth Council as the initial youth council for NoRTEC, and add and change members later to expand the representation to the other counties. One or more current WIB members are also required, so any WIB members with an interest in Youth Programs are being asked to volunteer. Attached is the State membership form/roster: Youth Council
At the time of the posting of this Agenda, Bill Maffett and Linda Wright of the NoRTEC WIB have volunteered to serve on the Youth Council. Staff is recommending that Sandra Acebo, Butte Community College President also be added. Additional members may be presented at the meeting. The roster as is leaves us with two "vacancies;" a labor representative and a parent of an eligible participant.
RECOMMENDED ACTION:
Committee approval of appointing the NoRTEC Youth Council as presented, adding NoRTEC WIB member volunteers, and expanding the membership at a later date as needed to represent the local area.
- APPOINT THE SHASTA PIC THE ONE STOP OPERATOR FOR SHASTA COUNTY (ACTION)
The WIA specifies that NoRTEC will designate a One Stop operator, selected either competitively, from a consortium of partners, or as a One Stop in existence prior to August 7, 1998 (WIA SEC. 121(d)and(e)). At the August 19, 1999, meeting of the WIA Transition Committee, the consensus was to build on the current NoRTEC structure, recognizing and rewarding the local efforts to establish fully functioning One Stops in each member county prior to their being federally mandated. Accordingly, NoRTEC designated the One Stop program operators that were in existence in each of the NoRTEC member counties prior to August 7, 1998, as the NoRTEC One Stop operators. Staff is recommending the same for the Shasta PIC.
RECOMMENDED ACTION:
Committee appointment of the Shasta PIC as the One Stop Operator for Shasta County, to be responsible and accountable to NoRTEC for:
- Securing a local MOU with the mandated partners, including documenting the negotiations with the partners and notifying the NoRTEC WIB if negotiations have failed;
- One Stop center adherence to the applicable rules and regulations of the WIA (including NoRTEC Policy);
- Facilitating and overseeing the coordination of partner service delivery, both within the local One Stops and throughout the NoRTEC region;
- Working with NoRTEC and the other NoRTEC One Stop operators to develop a regional One Stop delivery system;
- Providing the WIA Title I funded Adult and Dislocated Worker services; and
- The performance of the One Stop employment centers under their purview.
- WIB APPOINTMENTS (ACTION)
Appoint four new members from Shasta County; one to represent Older Workers, one to represent Economic Development, and two from the private sector. The Older Worker representative will be an "At Large" appointment.
In addition to the nominations from Shasta County, Sandra Acebo, (Superintendent/President, Butte-Glenn Community College District) has requested a seat on the NoRTEC WIB. Staff recommendation is to appoint Dr. Acebo in an At Large capacity to represent education.

The attached addendum (or some version of it) will be presented to each of the NoRTEC counties (including Butte) and Shasta county for approval and signature by the respective Board of Supervisor chairs. The goal of the NoRTEC attorney, W. Jones, was brevity and ease of acceptance by the nine counties. JPA Addendum
In addition to the addendum itself is the need to come up with a plan of action. It is important that the addendum meet the approval of all nine Boards of Supervisors, and be signed before July 1, 2000. Ideally, it will be on a consent agenda in each county and will not expect staff presentations for acceptance.
RECOMMENDED ACTION:
Committee approval of the proposed amendment to the NoRTEC Joint Powers Agreement, to be submitted to each of the nine NoRTEC County Boards of Supervisors for their approval and the signature of the respective Board chairs.
- APPLICATION FOR WIB CERTIFICATION (ACTION)
RECOMMENDED ACTION:
Committee approval of a NoRTEC application for the certification of the NoRTEC Workforce Investment Board by the California State Governor (to include the Shasta WIB appointments and Youth Council).
- APPROVAL OF A NEW NORTEC LOCAL AREA APPLICATION FOR AUTOMATIC DESIGNATION (ACTION)
The addition of Shasta changes the NoRTEC geographic and political boundaries, and increases the population base to 572,675 persons. The change in geography requires a new local area designation. Having a population base above 500,000 allows NoRTEC to apply for "automatic designation," which is a permanent status compared to the temporary designation NoRTEC currently holds.
RECOMMENDED ACTION:
Committee approval of a NoRTEC submission of an application for automatic designation as a local workforce investment area, to include the nine counties of Butte, Del Norte, Lassen, Modoc, Plumas, Shasta, Siskiyou, Tehama and Trinity.
